The Plane of Water is one of the elemental planes, associated with the element of water. Its tincture of Panoulis forms the Fahldenn ocean. The Plane of Water is unique among elemental planes in that it is almost entirely ocean, with relatively little land. The plane is home to the Merfolk and blue dragons, though there are also Humans living on the landmasses in the plane, who brought with them many of the animals and plants common in Panoulis.

As an elemental plane, the Plane of Water is a reflection of Panoulis. It is reflected vertically, such that its analogue of the Fahldenn Ocean lies in its northern region.
The majority of the plane is relatively unmapped ocean, but the plane does contain landmasses. The largest of these is Panbrenia, a large continent in its northern region. Panbrenia is where most of the Humans in the plane live, as it is not only its largest landmass, but it is the nearest to Panoulis. Panbrenia is home to the civilization of Crepuscani. There are other smaller landmasses and island chains in the colder southern and eastern regions of the plane, and these are the homes of the Dasei peoples. Several small kingdoms exist on these lesser landmasses, their culture utterly foreign to the Panoulis born humans of Panbrenia.
The plane's climate is mostly tropical. Most days year-round are warm, sunny, and humid. In the Fall and Winter seasons, the plane tends to be much less warm but no less humid and will generally experience an abundance of rain. Powerful tropical storms are common in some areas. While much of the southern half of the plane is uncharted, it is believed that the southern regions can be far colder and harsher than the north. Crepuscani has confirmed the existence of other humans in the south of the plane, making it likely that there are other small landmasses.

- Lecripi, the capital of Crepuscani, on Panbrenia, is frequently visited by recreational travelers.
- The Temple of Water, at the bottom of a lake in Panbrenia, is often visited by travelers and magicians alike. However, few visitors make their way inside the temple.
- Atlantis, the capital of the Merfolk civilization, is located in the oceans southwest of Panbrenia.
- Alonne, the largest of the Dasei kingdoms and a growing military power in recent years.
